Description The goal is to enhance environmentally sustainable social and economic development planning in Afghanistan and Pakistan. The purpose is to provide high quality knowledge on the natural resources sector to ensure enhanced consideration of natural resources and environmental factors during the country partnership strategy process.
Project Rationale and Linkage to Country/Regional Strategy

CWAE plans to conduct natural resource management sector studies to support Country Partnership Strategy (CPS) development in the countries of Pakistan and Afghanistan. This is part of an overall CWAE plan to prepare a series of natural resources management sector studies for CWRD countries during 2006, 2007, and 2008. The studies are to be synchronized with CPS work to provide necessary ETSW inputs for the nature resource sector and environment.

ADB's Environment Policy requires that the country environmental analysis (CEA) be undertaken to provide thematic input on the environment into the CPS process. It is recognized much of the same basic information that is collected for a CEA is needed for the natural resources sector assessments. As such, the work on natural resource sector assessments will also support the preparation of CEA.

The natural resource sector studies will set out a road map to guide sector investments and environmental improvements. To develop the road map, the studies will (i) examine the current status and economic potential of environmental and natural resources, (ii) examine barriers and constraints to development of the natural resource sector and to successful interventions for environmental improvement, (iii) discusses the current responses of the government and donors, (iv) and priorize key issues in the natural resource and environment management.

Consulting Services The SSTA will require one international consultant and a number of local consultants. The international consultants will provide an estimated input of up to 4 person-months with expertise and experience in natural resources management, as well as experience with project preparaiton and programming. Up to 8 person-months of inputs from domestic consultants, with expertise in (i) land and water management, and (ii) natural resources economics will be required. The consultants will be selected and engaged by ADB on an individual basis, in accordance with the ADB's Guidelines on the Use of Consultants.
