| Description |
The primary objective of the Project is (i) to remove capacity constraints on a critical section of the Western Transport Corridor. It also aims at (ii) maximizing private sector participation in the highway development and operations; and (iii) introducing design features that will improve safety and maximize positive impacts for those people within the Project's zone of influence. To realize the above objectives, the project include the following four components: (i) one for widening the existing two-lane single carriageway to four-lane divided carriageway highway between Haveri and Tumkur section (259 km) on NH4; (ii) one for incorporating road safety features in the design and construction of the above section (including service roads, underpasses, pedestrian bridges and fencing) to protect local communities from high-speed traffic and to facilitate the safe movement of pedestrian and agricultural traffic across and along the highway corridor; (iii) one for facilitating the commercialization of the operation/maintenance of the above section and provision of assistance for the bid evaluation and negotiation with the successful bidder for the Jaipur bypass section selected for the private sector financing; and (iv) one for enhancing financing capability of NHAI through the provision of consulting services for a study on securitization of the tollable highway assets; and a study for enhancing the fund management capability of the NHAI so as to maximize the benefit from toll, and other revenues. |
| Project Rationale and Linkage to Country/Regional Strategy |
India is undertaking a major program for highway upgrading. ADB strategy is to support the Government program by providing a series of loans to cover part of the program. Projects are developed in a sequential and progressive manner. A long-term strategy of ADB is to create an enabling environment for the efficient and sustainable development of the highway system so as to meet the needs of the public for increased mobility and efficient cargo movement. The Project is the first intervention. |
