| Impact | The impact of the TA will be to increase the number of urban infrastructure projects ready for detailed assessment (PPTA) and subsequent funding by ADB and CDIA partners. The TA will support the operation of CDIA. Specifically, it will support project identification and networking activities for an initial period of 14 months. The TA will also examine ways of putting the activities of the CDIA on a sustainable footing over a 5 7 year timeframe. |

| Description of Outcome | Activities of the RETA will thus provide: (i) technical support for prefeasibility studies (ii) support to cities in knowledge development and networking activities in order to strengthen their capacity to prepare projects and (iii) targeted support to capacity development important for the implementation of projects, in particular those incorporating important donor partnerships, significant PPP activities and or links to other initiatives such as the carbon market initiative. The TA will enhance (i) sector assessments, including sector roadmaps and investment plans (ii) project due diligence (iii) project structuring and (iv) implementation support to enable improved technical, legal and financial design of projects, better administration, and lower the transaction costs of structuring responsive urban projects, both to missions leaders and to clients. |

| Description of Project Outputs | The above three sets of activities define the three components of the RETA and thus the outputs will be: (i) prefeasibility studies identifying and preparing projects to a level suitable for detailed feasibility analysis by ADb and its CDIA partners as agreed by ODs (ii) established Asian regional network to support project development and (iii) capacity development of city officials and supporting national institutions through twinning programs and a structured series of training programs. Detailed outputs will be defined in association with the ODs furing fact finding for the RETA. |
