Description The objective of the Project is to facilitate essential investments required for power sector development in Afghanistan and invest in underserved and off grid areas, mobilizing local resource (small to medium hydropower) for maximum community benefits. The TA study will review existing hydropower assessment work and prepare a project suitable for external financing.
Project Rationale and Linkage to Country/Regional Strategy

Support to the energy sector is a major intervention to achieve economic progress through infrastructure development. Both physical investment support and sector reform are necessary so that the benefits from economic growth will accrue to the poor. The development of small and medium hydropower will benefit the poor.

Consulting Services International consultants will be engaged for a total of 20 person-months and_domestic consultants for 25 person-months. The consulting team will be selected and engaged through a firm in accordance with ADB's Guidelines on the Use of Consultants, and other procedures acceptable to ADB for the selection and engagement of domestic consultants. The simplified technical proposal format and quality-and cost-based selection will be used.
