Description

The purpose of the TA is to assist the Government to strengthen regional infrastructure links within GMS region and prepare a project to upgrade Kunming-Haiphong Transport Corridor Project. The project will strenghten regional infrastructure network and improve domestic transportation system connecting Hanoi with the northern provinces.

The TA will be implemented in two phases: the first phase will examine pre-feasibility and viability of the road investment versus improvements of railways to select the optimum transport mode for this corridor. Phase 1 was previously covered under AOTA: VIE 36626-01 Financing Options for Kunming-Haiphong Transport Corridor Project. Depending on the outcome of this phase, a detailed feasibility report will be prepared to undertake an investment decision on the project for either the road improvement or railway improvement.

Consulting Services Phase 1 of the study requires a total of 29 person-months of experts input inclusive of 8 person-months for the international and 21 person-months for the domestic consultants. The TA will be implemented by individual experts and the expertise needed for the consulting service will include transport planning and economics, highway and railway engineering, finance, social and environmental analysis. The team leader of the consultants will require expertise in multi-modal transport sector issues and project management. Phase 2 will require a total of about 90 person-months of experts input inclusive of 20 person-months for the international and 70 person-months for the domestic consultants. The expertise needed for the consulting service will include transport planning, highway or railway engineering, structural engineering, soil mechanics, unexploded ordnance clearance, environmental impact study, social impact analysis, drafting and contract preparation. The team leader of the consultants will require expertise in multi-modal transport, cross-border traffic, toll arrangement, institutional reform and project management. The international consultants will be recruited by ADB in accordance with its Guidelines on the Use of Consultants.
Procurement No civil works are required.
