| Description | NRPPL is a leading renewable power developer in India. The company has 252 MW of operational projects (5 hydro, 215 MW wind, 12 MW biomass, and 20 MW solar), 225 MW under construction or advanced development (150 MW in hydro and 75 MW in wind), and 861 MW of wind projects under early development. NRPPL intends to have a diversified portfolio of more than 1,000 MW operational renewable power projects by 2017. The project encompasses the development by NRPPL of at least 175 MW of renewable energy projects by 2017. The 100 MW Tidong hydro power project in Himachal Pradesh and the 75 MW Chilarewadi wind project in Maharashtra are included as identified subprojects in the scope of the project. The company may identify other wind subprojects in India after ADB board approval. |
|||||
| Objectives and Scope | ADB's assistance will: (i) Support the government's policy to develop renewable energy sources; (ii) Support a local renewable energy sponsor with good track record; (iii) Catalyze private equity investment and facilitate a future IPO; (iv) Potentially provide carbon offtake through ADB's Future Carbon Fund. |

| Status of Operation/Construction | Tidong hydro: Construction activities in Tidong started in February 2009 and its target COD is January 2016. Circa 62% of the overall construction/erection works has been completed and the work is on track. Chilarewadi wind: All activities related to land acquisition to develop this Project began in 2010 and is almost complete with an exception of 6 locations. The land for the 6 locations is in advanced stage and expected to be issued by mid-September 2014. There was a slight delay due to change in the methodology from lease to purchase of the land. In July 2012, NRPPL entered into a supply agreement for delivery of 50 wind turbines. Delivery of the wind turbines started in January 2013. The delay was due to land acquisition activities as discussed above. The complete evacuation system for 75MW has been completed. Commissioning of wind turbine generators (WTGs) began in January 2014 and the entire project is scheduled to be completed by 31 December 2014. Vaspet wind: A new inclusion in the subprojects post-RRP is the 49.50MW Vaspet wind farm project. The project comprises of 33 (ReGen's V-87) 1.5 MW WTGs spread across a 5km by 5km area in Sangli District of Maharashtra. Delivery of WTGs is 75% complete. COD is targeted by 31 December 2014. |

| Linkage to Country/Regional Strategy | The project is aligned with ADB's India Country Partnership Strategy (CPS) 2009-2012. One of the four strategy pillars of the CPS is support for inclusive and environmentally sustainable growth through an enhanced focus on renewable energy. The draft CPS 2013-2017 maintains this focus with a call for the expansion of clean and renewable energy development. |

| Summary of Environmental and Social Aspects | |
|---|---|
| Environmental Aspects | In compliance with ADB's Safeguard Policy Statement (2009), the project is classified as category A for environment, category B for involuntary resettlement, and category C for indigenous peoples based on the significance of impacts from two identified subprojects (Tidong and Chilarewadi). The potential environmental and social impacts of the project have been identified and effective measures to avoid, minimize, mitigate, and compensate for the adverse impacts are incorporated in the corporate audit report recommendations and safeguard reports and plans for the identified projects. The institutional capacity of NRPPL to manage the project's social and environmental impacts needs to be strengthened. The company is committed to continue to build the capacity of its staff and contractors to effectively manage these impacts. Information disclosure and consultations with affected people are conducted in accordance with ADB's requirements. |
| Involuntary Resettlement | - same as above - |
| Indigenous Peoples | - same as above - |
| Stakeholder Communication, Participation, and Consultation | Numerous consultations were held with local communities for both the Tidong and Chilarewadi subprojects. In both subprojects, NRPPL has obtained no-objection certificates from various communities detailing their commitments to assist these communities in various local infrastructure projects. These agreements are described in the respective environment and social plans. |
