Description The project involves construction of 2 solar power generation plants, a smaller 8 MW plant (net capacity with Provincial Electricity Authority offtake) and a larger 30 MW plant (net capacity with Electricity Generating Authority of Thailand offtake) in the Ayutthaya Province. The first plant has a gross capacity of 10 MW and will operate under the Very Small Power Producer (VSPP) program and the second plant has a gross capacity 34.5 MW and will operate under the Small Power Producer (SPP) program. The site has approximately 480 rai (76.8 hectares) of relatively flat land. The two plants are being implemented under a 5-year automatically renewable (on a continual basis) Power Purchase Agreement (PPA) with the Electricity Generating Authority of Thailand (EGAT) under the SPP and with the Provincial Electricity Authority (PEA) under the VSPP programs.
Objectives and Scope The Project (i) diversifies Thailand's energy mix through the addition of renewable energy capacity, and (ii) demonstrates the impact of the feasibility of a large-scale private sector solar power generation project. Furthermore, the Project will increase supply of clean energy sourced from solar power and reduce carbon dioxide emissions.
Status of Development Objectives

The project has been meeting its target development objectives, including a) Achieved planned output of 44.5 MW solar power commission by 2011.

b) Carbon monitoring and tracking system was set in place by Q2 2011.

c) Training program and seminar for 50 industry people conducted in 2012.

Status of Operation/Construction The 8MW (net) power plant was commissioned in August 2011 while the 34.5MW (net) plant was commissioned in July 2012. The plants funded by the project are currently fully operational.
Linkage to Country/Regional Strategy The Project is in line with ADB's Country Partnership Strategy for Thailand 2007-2011 which focuses on three core strategic areas: infrastructure, environmental sustainability, and capital markets. The government's Alternative Energy Development Plan, approved by the Cabinet on January 2009, notes the potential of Thailand's solar energy and the savings on energy imports than can be made through its use, with private sector investment. The Project is also consistent with ADB's Energy Policy which emphasizes investments in energy efficiency and renewable energy projects.

Environmental Aspects The Project has been classified as category B for environment because it is unlikely to create any significant environmental impact during construction and operation. The Project site is located in Bang Pa-in district in Ayutthaya province.
Involuntary Resettlement No involuntary resettlement issues (category C) as the land is owned by BCP.
Indigenous Peoples No indigenous peoples issues (category C).
Stakeholder Communication, Participation, and Consultation BCP held 5 public consultation meetings between August and December 2009 where environmental issues were discussed. BCP continues this proactive engagement with various stakeholders including the local community, its employees and other workers during project construction and operations.
