Description The objectives of the TA are to identify issues and assess water supply and sanitation needs in the candidate project towns, prepare a project suitable for external financing for the sustainable improvement of 10-20 small and medium sized town environments in about five contiguous provinces in the southern central region, and prepare proposals for physical investments, financing mechanisms, operation and maintenance procedures, policy, institutional and regulatory reform, as well as capacity building for local authorities. Key activities include a socio-economic survey of the candidate projects towns and a needs assessment for water supply and sanitation, stakeholders' workshops and community meetings to obtain design outputs, presentation of key findings and recommendations, and project management.

Consulting Services The TA will require approximately 83 person months of consulting services (about 23 pm of international and 60 pm of domestic) from a firm and will be engaged using quality- and cost-based selection method. It will require consulting services in the fields of institutional development, water supply and sanitation engineering, economics and finance, environmental assessment, and social development and resettlement.
