Description The main objectives of the Project are to improve effectiveness and efficiency of protected area management, enhance coordination in planning and implementation of conservation efforts, and improve the well-being of buffer zone communities. The Project will achieve these objectives by: (i) addressing institutional and legal deficiencies; (ii) enhancing management and technical capacity of the Department of Wildlife Conservation (DWLC); (iii) assisting in developing regulations, guidelines and support facilities to promote sound ecotourism; (iv) strengthening capacity for monitoring and evaluation of biodiversity trends; (v) supporting conservation planning through a protected area system review and endangered specieis recovery programs; and (vi) developing participatory approaches to conservation by establishing community-conservation links.
Project Rationale and Linkage to Country/Regional Strategy In keeping with ADB's Country Operational Strategy for Sri Lanka (1999), where sustainable natural resources management is one of the key areas for ADB involvement to ensure long-term sustainability of economic growth and reduce poverty. Also consistent with ADB's Forestry Policy, which is based on key principles of protection, production, and participation and stresses the need for stakeholder participation and capacity building to integrate conservation, development and resources management.

Consulting Services The services of about 170 person-months of national and 130 person-months of international consultants will be required to assist in implementing the Project activities. Consultants will be selected by ADB and engaged by the Executing Agency in accordance with ADB's Guidelines on Use of Consultants. International consultants will include experts in the fields of protected area management, ecotourism planning, ecotourism training, public-private partnership development, public relations and education, biodiversity monitoring and evaluation, and visitor center designing. National consultants will be required in the fields of participatory program development, small business development, MIS and financial organization processes, and legislation development. Expressions of interests in providing consulting services for this Project should be addressed to Manager Consulting Services with copies to Resident Representative, Sri Lanka Resident Mission and the Department of Wildlife Conservation.
