| Description |
The TA will support the Government's goal of regional development aimed at spreading development benefits more equitably throughout Maldives. The primary purpose of the TA is to identify and test the feasibility of investments that help to improve living conditions and promote human development in the atolls of the Maldives. Building on the experience of the first Regional Development Project financed by ADB, the TA will continue to assist the government in its endeavor to improve the living conditions and sustainability of island settlements in the atolls. The TA will examine potential investments in water supply, sanitation, solid waste management, environmental monitoring, and institutional strengthening for management of such services at the atoll level. The TA will also assist the Government in developing a clearly defined land use planning process that institutionalizes participation at all levels. The final output of the TA will be an investment project that will (i) provide basic urban services and social infrastructure to the poor on a least-cost yet sustainable basis; (ii) provide for planned development and expansion of island settlements; and (iii) increase awareness and capacity for local management of pressing environmental concerns. The project will focus on the South-central, Central and North-central regions of the country. Project interventions will be targeted on islands that have been identified by the Government as regional growth centers in their overall regional development strategy. ADB support will focus on ensuring the long term environmental sustainability of island settlements, and improving access to integrated basic urban and environmental services. Institutional support will focus on capacity building at the atoll level. All physical interventions will be small scale and technically simple enough to be managed at a community or household level with minimal dependence on the Government for operations and maintenance. |
