Description

The coastal zone in many coastal regions of the Philippines is beset with problems of inadequate resource management, degradation of aquatic resources and water quality, and pollution. The project aims to adopt an integrated approach to promote sustainable management of the coastal resources and related ecosystem, conserve coastal resources, control land-based pollution and siltation and reduce the extensive poverty in coastal areas by providing opportunities for increasing income and improving living standards of coastal communities and upland communities adjacent to the coastal areas.

The Project scope will include activities to (i) promote community-based integrated coastal resource management, conserve coastal resources and ecosystem and control land-based pollution and siltation; (ii) increase incomes and improve the living conditions of poor coastal communities and upland communities adjacent to the coastal areas through provision of income-augmenting opportunities and necessary social infrastructure; and (iii) strengthen the capabilities of communities, community development organizations, and agencies of the National Government and the local governments concerned in coastal resource management and social development.

Consulting Services It is expected that five international consultants will provide a total of 24 person-months of services, including 9 person-months for GEF activities, in policy/institutional development, coastal resource management, resource economics, marine environmental engineer, and coral reef management specialist. The international consulting firm will contract six local consultants to provide a total of 29 person-months of services, including 10 person-months of GEF activities, in policy/institutional development, coastal environment, coastal community development, marine biology/ecology, gender issues, and micro-enterprise.
