Description The scope of the TA would cover the following: (i) assessment of likely national and regional economic and trade development with and without the Project (ii) evaluation of road infrastructure improvement options and identification of preferred option (iii)performance of geotechnical and alignment surveys, and preparation of a preliminary design (iv) preparation of the scope of civil works to be financed (v) conduct of poverty and social analysis (PSA) and preparation of summary poverty reduction and social strategy (SPRSS) (vi) conduct of initial environmental examination (IEE) and environmental impact assessment (EIA) if necessary (vi) preparation of framework for developing capacity and reforming policy related to safety and efficiency of road transport and logistic services (vii) preparation of intermodal transportation plan while taking into account trade and social development needs of the Project and the nation as a whole and (viii) recommendation of revisions, where necessary, to procedures and regulations on cross border transport and transit traffic through Mongolia.

Consulting Services The TA will require 48 person months of consulting services (14 person months of international consultants and 34 person months of domestic consultants). The international consultants will have expertise in: (i) road design and construction, including environmental planning (ii) materials and geotechnical engineering (iii) transport economics and transport systems planning (iv) social and poverty analysis (v) bridge and hydraulic engineering and (vi) international trade and customs procedures. The domestic consultants will have expertise in: (i) road design and construction (ii) surveying (iii) materials and geotechnical engineering (iv) social and poverty economics (v) economics (vi) environmental studies (vii) bridge and hydraulic engineering and (viii) national trade and customs procedures.
