Description

The objective of the TA is to assist Hefei Municipal Government (HMG) to prepare an investment project based on an assessment of the various urban infrastructure subcomponents that will collectively improve the physical urban environment of Hefei and the quality of life of its residents. The TA will assess the technical, environmental, financial, economic, social and institutional feasibility of an investment for (i) enhancing the quality of its water resources, (ii) strengthening its wastewater and solid waste management, (iii) reducing the incidence and damage of flooding in Chao Lake, and (iv) improving urban air quality and traffic managemetn through a more efficient city road network and reduced vehicular emission model development zone. The TA will also identify institutional capacity-building measures in urban environmental management and policy reforms to ensure sustainability of the Project and related facilities.

The project comprises 9 subcomponents instead of the original 12.

Consulting Services The TA will require about 55 person-months (pm) of consulting services consisting of 18 pm of international and 37 pm of domestic consulting services. The international consultants will have expertise in water resource management including wastewater treatment, water supply and flood control, solid waste management, urban transport, financial and economic analysis, institutional and regulatory development, social analysis, resettlement, and environment. The domestic consultants will have expertise similar to that of the international consultants. An international consulting firm, in association with domestic consultants, will be engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the selection and engagement of domestic consultants.
