Description The proposed Project aims to improve the nutritional status of low-income urban communities through public-private partnership alliances helping the Government meet the Millennium Development Goals (MDGs), especially with regards to MDG 1, eradicating extreme poverty and hunger. The purpose of the TA is to (a) provide assistance to central and regional governments to prepare the UNP including six city proposals; and (b) prepare a fully developed project proposal which will include (i) rationale and expected outcomes and benefits; (ii) a fully developed logical framework for the project; (iii) recommendations on institutional arrangements; (iv) selection of project's executing and implementing agencies; (v) detailed project cost estimates; (vi) determine ratio of cost sharing, both cash and in-kind for each component and implementation stage; (vii) financial, economic and fiscal analysis of project components, (viii) expected contribution of each regional government to the project according to their fiscal capacity; and (ix) detailed financing plans for the project in accordance with KepMen 35/2003.
Project Rationale and Linkage to Country/Regional Strategy The project reflects the existing Country Strategy and Program (2002) which lists Human Development as a strategic focus. Under this focus, the program will emphasize social service provision and reduction of gender inequalities; especially support for local government provision of public services, including education and health services complemented by social protection activities that seek to incorporate successful interventions mounted during the crisis. In the health sector, an important focus is on reproductive health and nutrition and bringing down the maternal mortality rate.
