Description The long-term goal of the Project is to support environmental improvement in Inner Mongolia Autonomous Region. The main objectives of the Project are: (i) improvement in efficiency and reliability of gas and central heating supply to the poor and closure of small coal-fired boilers, and (ii) utilization of clean fuel. Policy dialogue with the Government during project processing will focus in urban and peri-urban areas: (i) maximizing benefits to the poor and ensuring that the poor have sufficient gas and heating by establishing specific gas and heating assistance programs, (ii) implementing market-based heating tariff reforms and improving billing collection in project cities, and (iii) promoting private sector participation.

Consulting Services The TA will be carried out by a consulting firm with experience in gas and heating supply; institutional, economic, financial, environmental and social analyses; and impact assessment. The international consultants will include: (i) a gas transmission and distribution specialist, (ii) a private sector development specialist, (iii) an environmental economist, (iv) a social and resettlement specialist, (v) a financial analyst, and (vi) an institutional specialist. The domestic consultants will include: (i) a gas transmission and distribution specialist, (ii) a central heating specialist, (iii) a private sector development specialist, (iv) an environmentnal economist, (v) a social and resettlement specialist, (vi) a financial analyst, (vii) an institutional specialist. In addition, one domestic consultant will be recruited to assist with data collection and processing and project monitoring. Domestic consultants will assist the international consultants in their respective fields. An estimated total of 28 person-months of consulting services will be required; 8 for international and 20 for domestic services.
