Description

The project preparatory technical assistance (PPTA) is necessary to: (i) review the technical, economic and financial viability of the sub-projects and ascertain the project rationale,

scope, cost, schedule, implementation arrangements, risks and mitigation measures; (ii) ensure the compliance with ADB's Safeguard Policy Statement (2009) and identify mitigation

measures; and (iii) assist the project executing agency in the IPP solicitation and selection process, PC-I approval and procurement of contractor and project implementation consultant.

Project Rationale and Linkage to Country/Regional Strategy The provincial government of KPK plans to develop 21 run-of-the river hydropower plants (HPP) with feasibility study for most of them already completed, with a total potential of 3,600 MW over a period of 10 years with key focus on attracting IPPs. The investment program is structured to facilitate investments in the development of hydropower plants by utilizing both public and private sector investments and leveraging ADB funds through syndication and other financial structures. ADB catalytic financing in the long-term will support and create a business-friendly environment making HPP projects bankable for the private sector to mobilize and invest through debt or equity.

During Project Design During the PPTA stage, the consultation and participation process will involve a stakeholder analysis followed by subsequent consultations with various groups. It is planned to conduct consultations with local government, CSOs and private sector companies. A series of focus group discussions and consultation will be undertaken with all stakeholders as part of poverty assessment, the socio-economic analysis, gender analysis and preparation of resettlement planning documents.

Consulting Services

Two consulting firms will be recruited to undertake project due diligence, prepare feasibility reports required by the government, and draft bidding documents. One of the consulting firms will be recruited using quality- and cost-based selection method, with standard technical proposal. Another consulting firm will be hired to prepare the environmental impact assessment report and social safeguard documents, using quality-based selection method.

Three international individual experts were hired to comprise the Dam Safety Panel, tasked to review and ensure independent due diligence and international safety and quality standards in the studies. An individual national project coordinator has also been hired to provide administrative and coordination support for this project.

Also, a national consultant will be hired to assess social development and gender aspects of the project, and to support the executing agency to recruit project implementation consultant.
