| Description | The TA will expand, refine and leverage off the achievements of phase 1 of Asia Leadership Program for Sustainable Development and Climate Change (ALP). Phase II of the Program will focus on (i) "operationalizing" Sustainable Development- (SD) and Climate Change- (CC) related topics; and (ii) recent innovations in financing (e.g., carbon tax reforms), regulatory reforms, and private sector and NGO initiatives. The online "leadership knowledge platform" will enable the use of blended learning with case studies and other materials, videoconferences, webinars, and on-line chat forums. Phase II will create a community of leaders across ADB member countries through tools tailored to the leadership skills and needs required at each of the three levels of DMC participants (e.g., online sessions with recognized leaders on consensus building and communications). This online "leadership knowledge platform" will support the regional and sub-regional face-to-face learning and knowledge exchanges and South-South and triangular cooperation approaches; the platform will be linked to the proposed Knowledge Asia web portal. Under the TA, ADB will launch the Asia Women's Leadership Program (AWLP) on a pilot basis to help build capacity of women leaders in the Asia and Pacific region. The TA will support this first capacity building program in the region in the first quarter of 2014, targeting about 40 senior women government officials. |

| Project Rationale and Linkage to Country/Regional Strategy | This TA will help catalyze regional knowledge sharing with and among DMCs on SD and CC-related areas through refinement, expansion, and sustainable delivery of ALP and creation of the new proposed AWLP, which will share the SD and CC-related knowledge products and leadership development approaches, including through an on-line network. The TA impact will be that ADB is perceived externally as a strong promoter of knowledge sharing and best practices. The outcome will be demonstration by ADB of a sustainable approach to regional knowledge sharing. | ||||||||||

| Progress Toward Outcome | By May 2016, sustainable approach to regional knowledge sharing was demonstrated and continued to be so in 2017. In June 2017, KSSC, on behalf of ADB, organized the face-to-face event for the Asia Leadership Program with the Ministry of Environment, Japan (MOEJ); the Institute for Global Environmental Strategies (IGES); and ADB Institute (ADBI). Careful preparation and particular attention was given to: (i) content focus, structure and flow of presentations; (ii) qualifications and enthusiasm of resource persons; and (iii) the level of participants' engagement. Key to the program's successful delivery was: (i) early preparation and close collaboration with urban sector divisions in RDs and the Urban Sector Group secretariat; (ii) selection of ADB resource persons, including from RMs, who could utilize the ALP to advance dialogue with DMC participants on pipeline development; (iii) facilitated discussions involving the ADB resource persons and DMC officials prior to the first day of the program; and (iv) recruitment of DMC officials from different levels, ministries and agencies. The overall rating of the program delivery by ADB and its partners has increased this year where participants and resource speakers rating this 4.46 out of 5.0. The DMC participants see ADB as a valuable source of knowledge on sustainable development and climate change. There strong collaboration with ADB's regional departments in 2015 and 2016 was maintained this year to support the knowledge sharing initiatives. |

| Status of Implementation Progress (Outputs, Activities, and Issues) | e-Learning training modules and webinars were developed. As of 29 September 2017, 13 e-Learning courses have been launched. The Knowledge Sharing Series delivered one webinar in 2015, 4 webinars in 2016, and 3 webinars in 2017 before and 2 webinars after the face-to-face event in Tokyo, Japan. | Consulting Services | The TA Executing Agency will be ADB through RSDD (specifically the Knowledge Sharing and Services Center). The ALP operations department focal points will continue to be consulted, including the refinement of ALP design, selection of participants and knowledge products (e.g., the case studies on ADB projects) and the development of the online knowledge platform. Similarly the ADB gender specialists will be consulted in the design and implementation of AWLP. The consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants (2013, as amended from time to time). A biodata-based selection method will be adopted. Outline terms of reference for the consulting services are in Appendix 3 of the TA Paper. Disbursements under the TA will be done in accordance with ADB's Technical Assistance Disbursement Handbook (2010, as amended from time to time). A total of about 22 and 44 person-months are expected to be required for international and national consultants, respectively. Subject to approval of the TA, retroactive financing will be provided to cover participation in the 2013 Asia LEDS Forum (co-sponsored by ADB). The TA is expected to be implemented from November 2013 to May 2016. |
