Description The transaction technical assistance (TRTA) is a subproject under Technical Assistance Cluster 0013-INO: Sustainable Infrastructure Assistance Program as agreed with the Australian Government Department of Foreign Affairs and Trade. The TRTA supports the implementation of the Integrated Participatory Development and Management of Irrigation Program, specifically on (i) strengthening financial management system and capacity towards results based financing; (ii) upgrading the monitoring and evaluation system and procedures to ensure timely and accurate reporting of the Program and disbursement linked indicators (DLIs); and (iii) strengthening capacity to verify achievement of the DLIs and the program action plan.
Project Rationale and Linkage to Country/Regional Strategy The TRTA is included in ADB''s country operations business plan, 2017 -2019 for Indonesia. The TRTA is supporting the Ministry of Public Works and Housing in effectively implementing the Integrated Participatory Development and Management of Irrigation Program to accelerate the delivery of the 2015-2019 National Medium Term Development Plan targets.

During Project Design Stakeholder consultations and workshops were conducted to identify key gaps in government legal framework and formulate recommendations on delivery of the irrigation improvement program objectives.
During Project Implementation The TA facilitated consultations with the relevant government agencies and stakeholders to finalize the key independent verification guidelines for disbursement-linked indicators; technical guidelines for water user empowerment and performance assessment; Irrigated Agriculture Management Plan; preparation for operation and maintenance; and social and environment safeguards.

Consulting Services A total of 9 individual consultants have been engaged by ADB: 1 international consultant (i) Information System Specialist; and 8 national consultants (ii) Irrigation Management Specialist; (iii) Irrigation Infrastructure Specialist; (iv) Financial Management Specialist; (v) Institutional Specialist; (vi) Geographic Information System and Mapping Specialist; (vii) Information System Specialist; (viii) Office Coordinator; and (ix) a National Web Developer and Designer.
Procurement Equipment, training, workshops and surveys were procured and organized accordance with ADB''s Procurement Policy (2017, as amended from time to time) and ADB Procurement Regulations for ADB Borrowers - Goods, Works, Non-consulting and Consulting Services (2017, as amended from time to time).
