During the appraisal period, Ulaanbaatar was considered one of the coldest capital cities in the world. It accounted for about 25% of Mongolia's population and half of the country's industrial production. The population of Ulaanbaatar depended on the district heating system. Because of its harsh winter months, heat was considered a basic human need. A serious deterioration in the efficiency and reliability of heat supply in Ulaanbaatar affected the living conditions of its 620,000 urban residents and industrial users.
This report validates the completion report's assessment of the project which aims to improve district heating and steam system operations and encourage end-user efficiency, thus ensuring the reliability and adequacy of heat and steam supply in Ulaanbaatar.
