Azerbaijan: Urban Water Supply and Sanitation Project

The water supply and sanitation system (WSS) in Azerbaijan was characterized by institutional weaknesses, inefficient operations, outdated and dilapidated infrastructure, and severe financial constraints. The project sought to address key constraints by constructing and rehabilitating physical WSS infrastructure and by implementing institutional, managerial and financial reforms. It aimed to improve water supply and sanitation quality, reliability, and service sustainability in the towns of Agdash, Goychay, and Nakhchivan, as well as improving management of water and sewerage systems. This report validates the completion report's assessment of the project. IED overall assessment: Less than successful
