| Objectives and Scope | The project will support the construction and operation of a series of PPPs in second- and third-tier cities covering a combination of (i) water treatment and distribution, (ii) wastewater treatment, and (iii) sewage pipelines. ADB will extend financing on a subproject-by-subproject basis, subject to defined environmental, social, development, and financial criteria. Subprojects will be identified during the project implementation stage, and will be selected to emphasize aspects of integration across various types of water infrastructure. | ||||||||||

| Linkage to Country/Regional Strategy | The project addresses three of the five strategic priorities of ADBs country partnership strategy for the PRC: (i) managing climate change and the environment (in the area of environmental sustainability and pollution control), (ii) supporting inclusive economic growth (in the area of inclusive and green cities development), and (iii) supporting institutional and governance reform (in the area of PPP support and private sector development). The project complements ADBs sovereign initiatives to develop the PRCs urban water systems, an area of sustained focus for country operations. Finally, the project aligns with ADBs water policy, which emphasizes the improvement and expansion of water services, and the Water Operational Plan, 2011-2020, which prioritizes the mainstreaming of efficiencies in water project design, expanding ADBs investments in wastewater management and reuse, and stimulating private sector participation. |

| Environmental Aspects | The project is classified as category B for environment. The project is expected to increase wastewater treatment capacity, improve water supply, and integrate water services which will reduce cost to users and improve the overall environmental conditions in urban areas of the PRC. Potential impacts of each subproject during construction are, short-term and localized. CWA's civil contractors will be required to implement subproject-specific construction risk management plans. The key operation phase environmental impacts include noise impacts, water quality impacts due to poor effluent quality odor and health risk due to poor sludge management and operational safety risks. The environmental management plan in each subproject's initial environmental examination will identify corresponding mitigation and management measures for both construction and operation impacts. CWA's environmental and social management system (ESMS), to be enhanced before first disbursement, governs the identification of environmental and social risks, their mitigation, and monitoring during construction and operations. |
| Involuntary Resettlement | The project is classified as category B involuntary resettlement. CWA is not responsible for the acquisition of subproject land. For each subproject, the borrowers will undertake land acquisition due diligence as outlined in its ESMS. This includes early assessment of government-led land acquisition processes to ensure compliance with national laws and land-use regulations. Where compliance gaps exist, the borrowers will work with government to ensure land acquisition for each ADB-funded subproject is completed in compliance with ESMS and ADB SPS requirements. |
| Indigenous Peoples | The project is classified as category C for indigenous peoples. While CWA's subprojects may be located in cities with some ethnic minority presence, they are not expected to affect distinct or vulnerable ethnic minority communities. |
