Description
The TA provides capacity building and policy advice support to a series of ongoing and ensuing projects, comprising projects included in the indicative project pipeline under the Pacific Renewable Energy Investment Facility, and other investment projects in the energy sector planned or proposed in indicative country pipeline and monitoring (ICPM) reports of PARD DMCs.
Project Rationale and Linkage to Country/Regional Strategy
The TA has the following outputs: (i) comprehensive assessment of utilities' operations and performance; (ii) review of utilities' business processes, systems, and management practices; (iii) review of policy, regulatory, and governance arrangements; (iv) reform recommendations and policy dialogue; (v) coordination on reform among regional peers; and (vi) preparation of sustainable investment programs and financing plans of 11 Pacific DMCs. The TA scope includes: (i) preparation of revenue required models for energy state-owned enterprises (SOEs) under different investment scenarios, capital expenditures and financing assumptions; (ii) determination of cost of service and cost recovery levels under different investment scenarios and estimated implicit and explicit subsidies; and (iii) preparation of sustainable investment program and financing plan harmonized with energy SOEs' credit profiles.
