Project Outcome
Description of Outcome

Improved community-based flood risk management in the Chao Phraya River basin.

Progress Toward Outcome Instead of focusing on 5 communities as originally planned EA and ADB agreed to slightly change the implementation approach and assess opportunities to utilize project resources to strengthen community-based flood risk management in all communities in the Chao Phraya River Basin. Taking into consideration that (i) most communities have already prepared flood risk management and post-flood recovery plans at different stages and quality and implemented various infrastructure improvements, and (ii) that there is no comprehensive information available on the quality of these plans and the status of improvements, it was agreed to conduct a review at community level to assess: (a) impact of DDPM training and support measures, (b) quality of existing community flood risk management and post-flood recovery plans, (c) status of public and private infrastructure improvements, (d) current community needs to improve flood risk management and post-flood recovery plans and infrastructure. Based on the results of the review, specific activities will be planned to improve community-based flood risk management programs at community level and conduct capacity building measures for communities, local authorities and DDPM (output 1) and implement small-scale infrastructure upgrading for enhanced flood protection (output 2)

Status of Implementation Progress (Outputs, Activities, and Issues) The consulting firm conducted the survey in the four participating provinces in Ang-Thong, Ayutthaya, Lopburi and Nonthaburi. The survey was completed with 113 communities are selected. The final was discussed with DDPM on 23 February 2018.

During Project Design
During Project Implementation The survey was conducted in close cooperation with provincial and district administrations and with a wide range of community member using village workshops, focus group discussions and presentation at district and province offices. Results were discussed with community members and feedback from community meetings was incorporated in the final recommendations.
