| Objectives and Scope | The SCAF will provide TA to private equity fund managers and local entrepreneurs in order to (i) develop sustainable clean energy funds and early-stage funding windows, (ii) share incremental enterprise development and transaction costs, and (iii) encourage taking on higher risk portfolios through a seed capital return enhancement offered on a project by project basis. |
| Linkage to Country/Regional Strategy | To slow the rapid growth in global greenhouse gas emissions, increased investments in renewable energy (RE), energy efficiency (EE) and other clean technologies are needed. To help early-stage RE and EE enterprises access seed capital from conventional energy investors, the United Nations Environment Programme and Asian Development Bank (ADB) developed the Seed Capital Assistance Facility which will be implemented by this RETA. |
