Description The proposed knowledge and support technical assistance (TA) will support the Human Settlements Development Program of the Government of Mongolia to define strategic directions for inclusive, green, competitive, and sustainable urban development through the formulation of provincial socioeconomic and spatial development plans, as well as prioritized legislative, technological and institutional strengthening support.
Project Rationale and Linkage to Country/Regional Strategy The TA is aligned with ADB Strategy 2030's operational priorities, especially reducing inequality, tackling climate change, making cities more livable, and promoting rural development.

Status of Implementation Progress (Outputs, Activities, and Issues) As discussed during the TA review mission in Sep 2022, the implementation progress are as follows: Output 1 - Finalization of the translation of remaining draft development-oriented aimag plans (DOAPs) and draft atlases in Mongolian and English is expected by 30 Sep 2022, final comments from MCUD to be received by 31 Oct 2022, and finalization of DOAPs by consultant team integrating comments of MCUD by 30 Nov 2022; Output 2 - draft national territorial analysis report will be delivered to MCUD in English and Mongolian by 14 Oct 2022, comments from MCUD have to be delivered by 11 Nov 2022, and final version by the consultant team to be delivered by 16 Dec 2022; Output 3 - MCUD plans to present the revised urban development law to the parliament in this autumn's assembly; Output 4 - the web-based mapping tool has been delivered to MCUD, however MCUD's comments still need to be addressed by the consultant team. Final workshop dates to be confirmed by the EA.

During Project Design During project design, the TA team held close consultation with the client Ministry of Construction and Urban Development (MCUD), partner JICA, as well as other experts in the field through a roundtable discussion organized by MCUD.
During Project Implementation The TA team plan to maintain close coordination with relevant stakeholders to ensure quality inputs to the final deliverables. Specifically, consultation workshops will be held throughout TA implementation to solicit comments and feedback on outputs.

The TA will require 182 person-months of consulting inputs from 10 international experts (41 person-months) and 16 national experts (141 person-months)._ADB will select and engage a consulting firm using quality- and cost-based selection method, with 90:10 qualitycost ratio and full technical proposal procedure._Contingencies may be allocated to recruit additional experts based on needs that will emerge during TA implementation.
