Description | The proposed tranche 3 for $105 million will fund (i) physical investments in transmission infrastructure, including high-voltage lines and transmission substations; and (ii) investments in upgrading the enterprise resource planning (ERP) system and related components. The government submitted a periodic financing request on 24 November 2017 outlining the tranche subprojects as well as techno-economic assessment and environmental and social safeguards review and analysis. | ||||
Project Rationale and Linkage to Country/Regional Strategy | The Indian power sector has a history of steadily increasing demand for, and chronic shortages of electricity. An adequate power supply contributes to poverty alleviation, yet over 30% of India's population lack access to electricity. Continued shortages significantly constrain commercial and industrial activity and reduce growth. Businesses and manufacturers must utilize more expensive back-up power supplies, often diesel fuel-based, which increase their costs and undercut competitiveness. Insufficient domestic fuel resources and rising international coal and oil prices threaten India's already fragile energy security, such that maximizing, clean indigenous energy sources is a government priority. | ||||

Status of Implementation Progress (Outputs, Activities, and Issues) | 1A - (i) Work of 132 kV D/C line from Barsaini to Charor (21-TL) is under implementation. Overall, 68% progress has been achieved.(ii) Work of 66 kV D/C line from Nirmand to Kotla (33 TL) is under implementation. Overall, 76% progress has been achieved.(iii) Work of 220 kV D/C line from Mazra to Karian (30-TL) has completed 100%.(iv) Work of 400 kV D/C line from Lahal to Chamera (26-TL) is under implementation. Overall, 72% progress has been achieved.(v) Work of 220 kV D/C line from Bajoli Holi HEP to Lahal (24-TL) has completed 100%.(vi) 66 kV D/C Line from 66 kV switching station at Urni to Wangtoo substation. (Shifted from T2 to T3) - 97% progress has been achieved.(vii) 220 kV D/C Transmission Line from Sunda to Hatkoti. (Shifted from T2 to T3) - 96% progress has been achieved.(viii) LILO of 132kV DC Kurthala- Bathri Transmission line at Mazra (Addl work) - 66% progress has been achieved.(ix) LILO of 2nd circuit of 220 kV Kunihar Panchkula transmission line at 220 kV substation Baddi. (Distt. Solan). (Addl work) - 90% progress has been achieved. 1B - (i) Work of 22/66 kV, 2x10 MVA GIS substation at Nirmand (34-SS) is under implementation. Overall, 94% progress has been achieved.(ii) Work of 132/220 kV, 2x100 MVA GIS substation at Mazra (35-SS) is under implementation. Overall, 37% progress has been achieved.(iii) Work of 33/132 kV, 2x31.5 MVA GIS substation at Barsaini (19-SS) is under implementation. Overall, 62% progress has been achieved.(iv) Work of 220 kV GIS switching station at Hatkoti (25-SS) is under implementation. Overall, 95% progress has been achieved.(v) 132/220 kV, 1x80/100 MVA GIS substation at Charor. (Shifted from T2 to T3) - 77% progress has been achieved.(vi) 132/220 kV, 2x100 MVA GIS P.S.at Sunda. (Shifted from T2 to T3) - Overall 95% progress has been achieved.(vii) 220/66 kV, 80/100 MVA Transformer in the yard of 400/220 kV Gumma substation in Distt. Shimla (Addl. work) - 90% progress has been achieved.(vii) Augmentation of existing 220/132 kV Kangoo substation and stringing of 2nd circuit of 220 kV S/C line on D/C towers from Dehar Powerhouse of BBMB to Kangoo substation (Addl work) - 25% progress has been achieved.(viii) Joint Control and Operations Center for the transmission assets of HPPTCL/ HPSEBL (addl. work) - 38% progress has been achieved.(ix) Auxiliary work (Addl work) - (a) Auxiliary Building Wangtoo - 25% progress has been achieved; (b) Auxiliary Building Chambi - 90% progress has been achieved; (c) Auxiliary Building Charor - 80% progress has been achieved. 2A - SAP software is being used for implementation of ERP in HPPTCL and Go-Live was successfully achieved on 1st April 2019. Currently the ERP is running smoothly. 2B - Trainings have been provided to HPPTCL staff. |
