This report reviews the concept and approach to the ongoing and planned GMS corridor towns development projects (CTDPs), and identifies implementation issues including project preparation, procurement issues, safeguard issues, and problems with project implementation consultants. The ADB GMS tourism projects are also reviewed because they have urban infrastructure investments. The report also defines the concept of economic hotspots and identifies three potential economic hotspots—one in the Lao People’s Democratic Republic and two in Viet Nam—and a preliminary profiling for other economic hotspots in Cambodia.
