Description The knowledge and support technical assistance (KSTA) cluster will help developing member countries (DMCs) of the Asian Development Bank (ADB) deliver their commitments to reduce marine plastic pollution from 'source to sea. It will help (i) prepare action plans; (ii) form policy and regulations to encourage a circular economy; and (iii) prepare investments in integrated solid waste management and circular economy systems. It will also promote and facilitate regional cooperation and knowledge-sharing.
Project Rationale and Linkage to Country/Regional Strategy The TA is included in the management-approved 2019 results-based work plan for SDCC, and is aligned with Strategy 2030 operational priorities on environmental sustainability, livable cities, and regional public goods. It also supports the ADB Actional Plan for Healthy Oceans and Sustainable Blue Economies and the SDGs, particularly SDGs 11, 12 and 14.

On Output 1: Action plans and policies to address marine plastic pollution supported

(1.1) Consultations with the participating countries and cities (plus partners, communities, private sector) were conducted and identified focused activities for TA support for city action plans.

(1.2) Ongoing consultations with national and city governments and key partners of Indonesia (Cirebon City), Philippines (Manila City), Vietnam (Tan An City) and Thailand.

(1.3) Ongoing consultations with countries for policy and regulatory reform support, including on national policy and legislation for circular plastics economy and bioplastics in Thailand and the national action plan for circular economy in Viet Nam.

(1.4) Currently being implemented institutional strengthening program on environmental monitoring and assessment of future maritime disasters in Sri Lanka.

(1.5) Identified Cirebon City (INO), Manila (PHI) and Tan An (VIE) as focus cities for development of city action plans
