| Description | The knowledge and support technical assistance (TA) will strengthen the financial sustainability of state-owned enterprises (SOE) in Papua New Guinea (PNG), thus helping to improve public service delivery. The TA will provide advisory support to improve the overarching policy and legal framework for SOE governance in PNG. | Status of Implementation Progress (Outputs, Activities, and Issues) | A standard executive and board director's performance management and review system for use across all nine SOE entities under the ownership and supervision of KCH and standard compensation and benefit policies across SOEs were developed and approved in July 2021. Training, accreditation, and support for new women directors were completed in December 2021. The playbook for KCH, which includes board composition framework and recommended profiles for each group company; training and accreditation for directors; selection processes and criteria for hiring new directors and extending existing terms; and a diversity policy for SOEs, was prepared in October 2021. Further improvement to some components is ongoing. Organizational design of selected SOEs and a corporate policies and procedures manual for KCH, which includes human resource, procurement, finance, and audit policies, with focus on good governance were completed in December 2021, these are still with the KCH Board for approval. A series of strategic workshops on situational analysis and policy changes was held during OctoberNovember 2020. Updated procurement policies and standard procurement documents have been developed, in collaboration with PPL Executive Management, to align PPL procurement with both good practice and the 2021 amendments to the KCH Act. The framework has been approved by the PPL board and is currently being implemented following an organizational restructure. This process is being rolled out to KCH and Air Niugini by the specialist through in-country workshops and reviews in collaboration with executive management. Updated procurement policies are currently being submitted to relevant boards which, upon approval will enable implementation of updated processes, documentation, and role adjustments. |
