Project Rationale and Linkage to Country/Regional Strategy The Government requested the TA after the international conference entitled ?UK/Bangladesh Climate Change Conference: Facing the Challenge? held in London on 10 September 2008, during which the Bangladesh Climate Change Strategy and Action Plan (BCCSAP) was unveiled. Due to this the TA was not included in the CPS and COBP.
Impact The impact of the proposed Cluster Capacity Development (C-CDTA) is low carbon inclusive economic growth and climate resilient development while ensuring food and energy security in Bangladesh.
Project Outcome
Description of Outcome The outcome of the proposed Cluster Capacity Development (C-CDTA) is enhanced capacity of the MoEF and other relevant ministries and agencies with regard to project preparation and implementation, and policy formulation under the BCCSAP.
Progress Toward Outcome

Progress under sub project 2:

The ongoing TA activities enhanced visibility of MoEF's and ADB operation on climate change. TA8084 includes important components for the government for supporting operationalization of the BCCSAP and formulation of climate policy and sector specific guidelines. Some of the important document has recently been drafted under TA8084 that includes (i) country specific climate-proofing' guidelines for four major sectors, (ii) report on incorporation of climate change in key policies and road map for formulation of national climate change policy, (iii) project proposal for top prioritized projects for implementing BCCSAP, (iv) project development document on NAMA, (v) capacity development action plan on climate change, and (vi) knowledge gap assessment on climate change, etc. Six short training courses on various contemporary aspects of climate change have been designed and about 200 participants have been nominated so far. Four training has already been conducted out of eight training. Remaining training will be completed by October 2015. Three research/studies have been commissioned and two research reports have already been drafted. This TA is also supporting National Designated Authority (NDA) for preparation of climate change project for accessing green climate fund (GCF). Two project concepts have already been submitted to GCF through ERD. The TA is also supported preparation of DPP for these two projects.

Implementation Progress
Description of Project Outputs

The main outputs of the Cluster Capacity Development (C-CDTA) will be (i) a joint management mechanism at the MoEF coordinated by a national steering committee, (ii) recommendations on balanced policy and regulatory frameworks for climate change mitigation and adaptation, (iii) programs for governance enhancement, capacity development, knowledge management, and information dissemination, and (iv) due diligence and other preparatory works for climate change mitigation and adaptation programs/projects. These outputs will be delivered by March 2011.

The main outputs of the first component TA will be (i) a governance enhancement roadmap for implementing the BCCSAP, (ii) promotion of program of Clean Development Mechanisms (CDM) for attracting the private sector and other related stakeholders, and (iii) knowledge shared and information programs disseminated both in Bangladesh and abroad related to implementation of the BCCSAP

Status of Implementation Progress (Outputs, Activities, and Issues)

Progress under sub-project2:

1. country specific climate proofing guidelines for four major development sectors were submitted to MOEF on 22 April 2015;

2. TPP/DPP for top 10 proposal on climate change is drafted by consulting firm; Top 10 project concept note was submitted to ERD on 22 December 2015 for consideration under GCF financing;

3. Report on sector specific NAMA project is drafted and shared in an expert consultation meeting on 25 September 2014;

4. Report on comprehensive knowledge gap assessment on climate change adaptation and mitigation is drafted and will submit to MOEF by 30 September 2015; Three studies were commissioned and two studies has been completed and report drafted. Remaining research are ongoing and will be completed by September 2015;

5. Report on capacity building action plan on climate change adaptation and mitigation is drafted. Eight short training courses on various contemporary aspects of climate change have been designed and about 200 participants have been nominated so far. 6. A road map for preparing national climate change policy and report on recommendation of incorporation of climate change in key national policies is drafted; Climate negotiation guideline and report on recommendation for streamline of country climate negotiation team will be available by November 2015;

During Project Design Subproject 2 activities was shared with the focal person of the government on climate change and endorsed by the Ministry of Environment and Forests. Consultation with relevant ministries, line agencies, NGOs, CSO, private sectors, research organization and development partners was conducted during design of subproject 2.
During Project Implementation The MoEF and ADB jointly organized inception workshop on 8 October 2013 in Dhaka to introduce the TA and to capture stakeholders' views and suggestions on the TA implementation. ADB and the MoEF jointly fielded a mid-term TA review mission on 8 February 2015 to 12 March 2015 on intermittent basis to review progress of technical assistance (TA) implementation, and agree on time bound action plan for completion of remaining TA activities. This mission discussed with relevant agencies and development partners. Several multi-stakeholders consultation, expert consultation and meeting were organized with relevant govt. agencies, NGOs, research organizations, development partners, etc. to further review the various TA reports. Several consultation meeting was conducted with relevant ministries and line agencies during design of short training courses and studies.
