Gender Gender equity theme

The subproject will aid gender mainstreaming in the design and preparation of projects categorized as Gender Equity Theme (GEN) and Effective Gender Mainstreaming (EGM). It will facilitate the development of subprojects for key projects in challenging sectors (energy, finance, public sector management, and transport). The subproject will carry on the activities and outputs done under Subproject 1. These include support for the implementation of Gender Action Plans (GAPs), collection and review of semi-annual GAP updates for GEN, EGM-categorized projects and updates on gender actions and targets for SGE-categorized projects, drafting of gender sections for PCRs, and reporting on gender equality results of the projects. It will also complete the development of the gender database which was started under TA 9088 and piloted for Uzbekistan. The database will aid the systematic monitoring of contributions of GAP accomplishments to the achievement of gender targets in the Corporate Results Framework. The subproject will conduct in-country capacity building activities to develop the knowledge and skills of EAs/IAs in mainstreaming gender in projects, implementation and monitoring of GAPs, and reporting on gender equality results. The capacity building activities will include identification of good approaches on implementation of GAPs and gender initiatives within the context of the restrictions brought about by the coronavirus disease (COVID-19) pandemic. These activities will also be used as opportunities to draw lessons from the challenges in implementation, monitoring, and reporting, especially in the energy, finance, public sector management, and transport sectors and in the difficult modalities for gender mainstreaming- policy-based lending (PBL) and results-based lending (RBL). It will also recommend innovative approaches to deepen gender mainstreaming in agriculture, education, health, and urban services. It will conduct the subregional workshop to foster exchange of good practices and lessons learned in development and implementation of gender-responsive projects and initiatives related to the COVID-19 pandemic. The initiatives of the subproject will complement and contribute to the efforts and attainment of the objectives of the CAREC Gender Strategy.

Project Rationale and Linkage to Country/Regional Strategy Persistent challenges affect gender mainstreaming in project design and implementation of the Gender Action Plans (GAPs) of GEN and EGM-categorized projects and gender actions in SGE-categorized projects. These include limited capacity of EAs/IAs in gender mainstreaming and implementation of GAPs and resource allocation, especially for the continuous engagement of a project gender consultant. The widespread impact of the coronavirus disease (COVID-19) pandemic that hit 216 countries and territories, including countries in Central and West Asia has made the implementation and monitoring of GAPs and gender actions in SGE projects more challenging due to restrictions in mobility and the need to observe social distancing. The subproject will provide support for increased efforts to integrate gender in project design, promote effective implementation, monitoring, and reporting of progress of gender action plans (GAPs) and gender targets in the design and monitoring frameworks (DMFs) of 75 projects categorized as Gender equity theme (GEN) and Effective Gender Mainstreaming (EGM) and 42 projects categorized as Some Gender Elements (SGE) in the portfolio. The subproject will also help pursue the implementation of gender policy actions in policy-based loans (PBLs), gender targets in the disbursement-linked indicators (DLIs) and gender actions in the program action plans (PAPs) of results-based loans (RBLs).
