Description

The knowledge and support technical assistance (TA) will provide policy recommendations and technical guidance for disaster risk management (DRM) based on natural hazard characteristics, exposure, and physical and socioeconomic vulnerabilities. Specifically, the TA will develop frameworks, build capacity, provide technical guidance, and define cost-effective options for DRM in the People's Republic of China (PRC). The TA will foster regional partnerships among the PRC and neighboring countries on improving disaster preparedness and resilience.

The TA is included in the indicative country operations business plan for the PRC, 2021-2023. The TA is aligned with the country partnership strategy for the PRC, 2021-2025 (strategic priority 2) of the Asian Development Bank (ADB), and supports all seven operational priorities of ADB's Strategy 2030.

Project Rationale and Linkage to Country/Regional Strategy The TA will build on the government's efforts and partner with four executing agencies. The TA will (i) improve the understanding of disaster risk in Guangxi Zhuang Autonomous Region (GZAR); (ii) develop solutions for disaster resilience strengthening, including (a) recommendations and measures to reduce disaster risk in GZAR; (b) an flood storage and detention area model customized to local socioeconomic development and climate change; and (c) resilient city development, including urban planning, construction, and management, with a focus on smart technologies, operation, and financing; (iii) conduct research on rapid action teams for flood and typhoon response in Fujian Province; and (iv) foster regional collaboration on investment in resilience. The TA will cover a wide geographic area encompassing provinces and cities at various levels of economic development, which provide a basis to assess the cost-effectiveness of various options for investment in resilience. The TA will foster institutional coordination among the four implementing agencies, strengthening institutional cooperation and disaster risk governance. The TA will generate regional public goods by promoting knowledge and experience sharing among the PRC and selected disaster-prone countries, and by establishing bilateral and multilateral frameworks to promote investment in resilience, supported by the Greater Mekong Subregion Urban Development Strategic Framework, 2015-2022 and the Central Asia Regional Economic Cooperation 2030 Strategic Framework.

Progress Toward Outcome TA implementation activities are ongoing and on track. Seven missions were fielded: inception mission (Sep 2021), consultation missions (Sep 2021, May 2022), midterm review (Aug 2022), review missions (Feb 2022, Jun 2022, Feb/Mar 2023). The final TA workshop is being organized and will take place in Guangxi, Nanning on 3-8 Dec 2023.

Status of Implementation Progress (Outputs, Activities, and Issues) A consulting firm and an individual consultant were engaged to carry out TA implementation. A high-level inception workshop was held on 16 Sep 2021. The consulting firm has submitted an inception report and an FSDA model report for output 2b, both of which were accepted by ADB. On 25 July 2022, ADB approved a $200,000 increase in TA amount, minor change in implementation arrangements, and extension of completion date up to 30 June 2024. The fund increase will be used to finance the inclusion of the "Study on Countermeasures for Flood Control in Disaster Reduction Comprehensive Management of Small Watershed in the Karst Areas in Southern PRC."
