The program was to utilize the multitranche financing facility (MFF) modality to be delivered in three tranches or projects. Project 1, the subject of this validation, comprised two parts. Part A focused on improving urban infrastructure and services and involved investment in water supply and solid waste physical assets, while part B was on capacity building and investment program management. The project’s expected impact was sustainable urban services in the five program cities, while the outcome was improved access to selected urban services in these cities.
