The project was approved to address Lao PDR's lack of a unified transmission and distribution network, and need to import expensive electricity. The project’s envisaged impact was to achieve the government’s goal of rural electrification in 2020. Its planned outcome was increased household access to electricity in the northern part of the Lao PDR.
