The technical assistance (TA) letter refers to the confirmed aide-memoire or signed memorandum of understanding between the government and ADB. The TA is effective upon ADB’s receipt of the signed TA letter or upon expiration of the period specified in the TA letter if the government did not inform otherwise in writing.
