| Description | The project is estimated to cost $250.0 million. The project loan modality is selected because the project scope is fully defined and confined to specific geographic areas. Climate adaptation is envisaged to cost $172 million, of which ADB will finance 94.2%. Total climate adaptation cost and ADB's share will be refined during project preparation. The project will be aligned with the following impact: make Assam a disaster resilient state. It will combine structural and nonstructural measures in four high-priority flood- and erosion-prone areas to contribute to the broader stabilization of the river. It will (i) stabilize critical locations by providing integrated climate resilient riverbank erosion and flood protection infrastructure, which will recover lost floodplain and charland and enhance inland navigation; (ii) strengthen Assam's institutional capacity for effective climate and disaster resilient FRERM and improve decision-making for disaster prevention and asset maintenance; and (iii) improve livelihoods of the most vulnerable riparian population and increase their resilience to shocks via inclusive economic empowerment. |
| Project Rationale and Linkage to Country/Regional Strategy | The proposed project will build on the Assam Integrated Flood and Riverbank Erosion Risk Management Investment Program (AIFRERMIP) to increase the reliability and effectiveness of flood and riverbank erosion risk management (FRERM) systems in flood-prone areas. It will focus on the main stem of the Brahmaputra River in Assam and follow a climate-resilient, holistic, integrated, systematic, and reach-wise approach to managing riverbank erosion and the attendant flood risk. | ||||
| Impact | Make Assam a disaster resilient state (encompassing substantial and inclusive disaster risk reduction; reduction in loss of lives and livelihoods; increased protection of property and assets; and enhanced capacity to cope with disasters) |
| Outcome | Climate resilient flood and riverbank erosion mitigation systems in the Brahmaputra River enhanced |
| Outputs | Climate resilient flood and riverbank erosion risk mitigation measures in four subproject areas implemented and maintained in subproject area Knowledge-based FRERM planning strengthened Vulnerable people's livelihoods and resilience improved |
