The Pacific Approach, 2016-2020, which is ADB's operational framework for the Pacific, serves as the country partnership strategy for Vanuatu and 10 other smaller Pacific island countries.
The country operations business plan (COBP), 2016-2018 for Vanuatu is aligned with the goals and objectives of the country's Priorities and Action Agenda, 2006-2015, as well as its infrastructure strategic investment plan and national energy road map.
ADB’s assistance is focused on energy, transport, and water and other urban infrastructure and services. Vanuatu is recovering from the impact of tropical cyclone Pam, a category-5 cyclone that caused significant damage when it struck on 13 March 2015. Scaling-up of assistance in response to immediate and post-recovery needs is ongoing. Private sector development is supported through the Pacific Private Sector Development Initiative.

The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
