The project will support improving poor urban communities through shelter programs and basic urban infrastructure and municipal services. The policy instruments and institutional constraints hindering access to shelter and basic municipal services for the urban poor will be addressed.

The TA will be undertaken in three parts. Part 1 is aimed at formulating a policy matrix to guide decentralization of shelter activities, encourage LGUs participation, strengthen the targeting of Government programs for the urban poor and improve the efficiency, effectiveness and sustainability of such programs. Under Part 2, the consultants will work with the pilot LGUs in the preparation of their shelter programs, and through this exercise, establish ways to assist LGUs in the implementation of their shelter programs. Part 3 will involve the feasibility study and design of proposed investments for decentralized urban poor communities development programs in at least four of the pilot cities. The program will likely involve support and strengthening to a Communities Mortgage Program (CMP) type of approach and/or other slum improvement/low income housing programs.

Consulting Services The consulting services will be carried out by a team of international and local consultants providing about 22 person-months of international expertise in the shelter, land management, housing, housing finance and urban infrastructure sectors, and 25 person-months of domestic expertise in housing, urban development, poverty alleviation and community development, micro-credit, financial, environmental and economic analysis, and civil engineering.
