Description The objective of the TA is to help the Government prepare the Yevlax-Ganja road rehabilitation project suitable for ADB financing. The Project aims to foster regional cooperation and sustainable economic growth in Azerbaijan by increasing the efficiency and safety of transport between Yevlax and Ganja on the east-west road corridor linking Baku to the Georgian border. Based on the TACIS-funded feasibility study conducted in 2002, the TA will comprise the following components: (i) review and revise, if necessary, the preliminary design; (ii) prepare the scope and implementation arrangements of the Project; (iii) update cost estimates; (iv) undertake an economic analysis; (v) conduct a social and poverty analysis, and prepare the summary poverty reduction and social strategy; (vi) prepare an initial environmental examination or an environmental impact assessment, if necessary; and (vii) review road sector reforms and identify sector issues to be addressed under the Project.
