The project will assist the Government of Viet Nam to prepare for future national water security by establishing a national water resources information system (WRIS) that will enable fact-based integrated water resources management, including a rational policy-based system for water allocation and demand management. The WRIS, underpinned by a comprehensive national database on water sources and water demand, will provide detailed information that will allow effective water governance aimed at water security in the face of a growing gap between water supply and demand. The WRIS will align with and support the government s stated goal of promoting sustainable growth and building a knowledge-based economy. It will be consistent with the ADB s Water Operational Plan s priorities of supporting fact-based water governance as well as expanded knowledge and capacity development.

The TA will assist the Government to prepare a project for ADB processing, including independent assessment of policy and technical issues and their institutional ramifications. It will assist the Government define the scope, cost, financing plan, implementation arrangements including assigning responsibility for advance action. It will assess capacity building needs within Ministry of Natural Resources and Environment and custodians of related databases and define post-project O&M arrangements. Safeguard and financial management policies of both the ADB and the Government that should be followed during project implementation will be defined. The TA will guide on actions to maximize the social and economic benefits, including the formulation of water allocation procedures, data sharing and access protocols to improve long-term sustainable management of natural resources and the environment; the planning of training required to encourage inter-agency data sharing; assured access to summary data and findings by the general public, and the setting of transparent charges for the sale of information generated from the data. It will advise on the need and scope of a phased implementation of the proposed system of data gathering, analysis and management, and for the introduction of a basin approach to water management. The TA will define the context for an assessment of the nation s water governance, as a means to assess the effort required or the likelihood to achieve lasting change for water security.
