Pakistan: Southern Punjab Basic Urban Services
The TA will prepare a project that is suitable for ADB financing and will facilitate sustainable urban development in selected low-income communities in urban centers in the southern Punjab, and develop a city/town level, sustainable and participatory approach to the severe environmental problems faced by the urban poor communities. The TA covering the urban centers in the southern districts of Bahawalpur, Dera Ghazi Khan, Khanewal, Multan, Muzaffargath, and Rajanpur will be implemented in three phases: Phase 1 - Review of Existing Conditions in Low-Income Communities, and Assessment of Poverty and Environmental Infrastructure; Phase 2 - Development of Community Participation and Formulation of Priority Infrastructure and Institutional Arrangements; and Phase 3 - Preparation of a Low-Income Community Environmental Infrastructure Investment Program.

Consulting Services | About 75 person-months (20 international and 55 domestic) of consulting services will be required with expertise in urban development and slum upgrading, municipal services, and management; participatory techniques; poverty reduction and community development; economics and finance; environmental engineering; and sociology. In addition to the domestic consultants, NGOs active in low-income community upgrading will be actively involved in developing partnerships with relevant communities and assisting in the design of the Project. |
