The objectives of the Project are to develop rural electrification, to reinforce NEA s distribution and transmission systems, and to strengthen NEA s performance. The Project scope will include: (i) rural electrification for about 123,000 new households; (ii) distribution system reinforcement to serve load growth in existing service areas; (iii) 132 kV transmission system development in the Kathmandu Valley and some other locations; (iv) establishing computerized customer billing systems in 15 branch offices; and (v) consulting assistance for other institutional strengthening.

Project Rationale and Linkage to Country/Regional Strategy

The main objective of ADB's overall operational strategy in Nepal is to achieve a sustainable reduction of poverty. This Project is part of ADB's overall strategy of improving the governance and efficiency of the power sector, promoting a more commercial orientation and increased participation by the private sector in power supply, and expanding rural electrification in support of projects to enhance rural incomes. The Project is included in ADB's 1999 country assistance plan for Nepal.

Consulting Services Four packages of consulting services will be required and financed under the Project loan. (1) Design and implementation of the transmission reinforcement will require about 10 person months of international consultants. (2) The design and implementation of computerized billing systems will require about 9 person-months of international consultants and 22 person months of local consultants. (3) The inspection and revaluation of NEA s fixed assets, and establishing computer-based records for these, will require about 20 person months of international consultants and 36 person months of local consultants. (4) Assistance to NEA with establishment of distribution district profit centers, to establish profit center accounting procedures and employee incentives for improved performance and efficiency, will require about 9 person months of international consultants and 22 person months of local consultants.
