The objectives of the TA are to: (i) review the existing policy, institutional and legal frameworks of water resources management sector relating to rehabilitation and management of irrigation infrastructure; (ii) carry out a comprehensive feasibility study for (a) rehabilitation and improvement of selected key irrigation infrastructure facilities; (b) promotion of government's policy and institutional reform options of agriculture and water resources in selected areas; and (iii) develop a comprehensive investment package for possible ADB financing taking into consideration policy and institutional requirements and enabling conditions at the national and local levels that are critical to the sustainability of the Project.
