Agriculture dominates the Philippine rural economy and plays a significant role in the country's overall economy. This occurs both in terms of direct contribution to production and employment as well as activities in the manufacturing and service sectors. With heavy underemployment, low productivity, and sustained weak sectoral growth (an average annual increase of about 2 percent between 1986 and 1996), performance of the agricultural sector has been sluggish and uneven since the early 1980s. This low growth, combined with under-investment in rural areas, unequal land distribution, unbalanced industrialization, and the poor integration of the rural economy, has resulted in high underemployment (21 percent) and poor income opportunities in the rural sector. With underdeveloped social safety nets outside the family structures, scarce alternative income opportunities, and weak public employment programs, poverty is widespread in the rural areas.
