Description | The broad goals of the Project are to contribute to (i) poverty reduction by addressing inequity in human development through improved provision and completion of the nine-year basic education for poverty-affected children; and (ii) implementation of regional autonomy by supporting decentralized management of basic education. The immediate objectives are to: (i) improve poor children's participation in and completion of nine-year basic education; (ii) develop the capacity of districts to plan, manage, finance and deliver basic education services, improve community participation in developing basic education; and (iii) demonstrate the effectiveness of proposed and demand-based block grant mechanisms to support initiatives of the school, community and district for basic education improvement. | ||||

Description of Project Outputs | Output 1: Improved capacity of schools and communities in school-based management (SBM) through the School Development Fund Output 2: Improved capacity of the six NTT districts to plan and manage decentralized basic education as reflected in a 5-year district education development plan. Output 3: Improved access to good quality education services for the poor. |
Status of Implementation Progress (Outputs, Activities, and Issues) | The grant was used to expand the scope of DBEP to six additional districts in NTT, initially extended up to 31 December 2009 to complete the project in NTT, and later to 31 December 2010 to carry out emergency rehabilitation work in West Sumatra following the September 2009 earthquake. All the target activities had been fully implemented as early as end of September 2009. In 2010, the only activity being implemented is the reconstruction of 9 schools in West Sumatra. As of 31 December 2010, the 9 schools have been completed. The project has helped schools and communities develop mutually beneficial relationships. A total of 996 schools were supported under the RNE grant ($28 million for NTT). While providing support is particularly challenging in poorer and less accessible areas, the project has demonstrated some approaches by which this can be accomplished. In addtion to strengthening capacity of schools, DEOs need to continually build their capacity and invest in building these. The most important aspect of the reconstruction activity is to demonstrate a successful method of earthquake resistant construction, with the aim that this approach will be adopted widely in high-risk earthquake zones. The guidelines for school construction issued by MONE (Directorates for Primary and Junior Secondary Schools) have been revised to allow this new alternative. CFU will produce a video using the experiences in Simeleue and Padang Pariaman including a detailed guide on all the specifications. The launch of this video guide is timed along with the inauguration of the schoolbuildings, planned in March 2011. The financial closing of the Grant is planned in September 2011 as well the circulation of the Project Completion Report. |
