Description The main purpose of the project preparatory technical assistance is to prepare a Skills Development Project aimed at restructuring the vocational training sector to improve the quality and relevance of programs, the efficiency of delivery systems, and enhance resource mobilization. The Project will assist the Government in the socioeconomic development of the rural youth by enhancing their employment and entrepreneurial capabilities.
Objectives and Scope
Linkage to Country/Regional Strategy The Bank's country strategy is to develop technical education and vocational training (TEVT) in order to promote the improvement of quality, relevance and market orientation of skills training courses, and upgrading facilities at the project institutions. The project supports six technical education and vocational training institutions in the public sector. In 1982 and 1988 Bank provided two loans ($16.1 and $36 millions) to improve the quality and efficiency of the TEVT system and this project introduced policy reforms and new interventions to improve the internal and external efficiency of TEVT.

Business Opportunities

Consulting Services A team of five international specialists for a total of 13.5 person-months will be required in the fields of vocational skills training, institutional capacity building, competency-based training development, and financial and quality management systems. Five local specialists for a total of 13.5 person-months will be required in the fields of economics and labor market, career guidance and counseling, management information systems, entrepreneurship development and rural marketing, and private sector participation.
