|Description||The Project's main objective is to improve the quality and relevance of skills training programs aimed at building a high quality workforce to address the issues of skills mismatch and unemployment among rural and urban youth. The Project aims to restructure and reorient the vocational training (VT) system through introduction of competency-based training to ensure a closer partnership between VT institutions and the private sector.|
|Objectives and Scope|
|Linkage to Country/Regional Strategy||The Bank's country strategy is to develop technical education and vocational training (TEVT) in order to promote the improvement of quality, relevance and market orientation of skills training courses, and upgrading facilities at the project institutions. The project supports six technical education and vocational training institutions in the public sector. In 1982 and 1988 Bank provided two loans ($16.1 and $36 millions) to improve the quality and efficiency of the TEVT system and this project introduced policy reforms and new interventions to improve the internal and external efficiency of TEVT.|
|Summary of Environmental and Social Aspects|
|Stakeholder Communication, Participation, and Consultation|
|Consulting Services||The Ministry of Vocational Training and Rural Industries has engaged an international consulting firm and domestic consultants. Eight international consultants (89-person-months) and six domestic consultants (105 person-months) were recruited. The consultants were recruited in accordance with Nordic Development Fund approved procedures.|
|Procurement||Supply of goods and services, including furniture and instructional materials will be procured in accordance with Bank's Guidelines for Procurement. The civil works contract for the construction of the new VT Complex was awarded on the basis of international competitive bidding procedures. The remaining civil works are expected to be small and scattered throughout the country and will be awarded on the basis of local competitive bidding procedures acceptable to the Bank.|
