Project Rationale and Linkage to Country/Regional Strategy | Lack of sufficient income, food insecurity and poor living conditions put an increasing pressure onthe social fabric of rural aeras in Bangladesh and call for increased efforts to alleviate poverty thorugh human development. Despite considerable achievements in the expansion of nonformal education and the gradual reduction of illiteracy, neo-literates need additional skills and knowledge to improve their social and economic conditions. Recognizing the need to focus on the priorities of the poor, in particular women, the Project supports blending continuing education with strong particvipatory planning and decentralized implementation by private sector organizations. Given a vast though organizationally fragmented experience in implementing nonformal education programs in the country and considering the scale of effort and commitment needed to ensure a poverty focused and sustainable program the Project promotes public private partnerwhip based on shared objectives, strategies and mutual trust. Non-formal education is identified as a priority under the PRSP. ADB's CSP includes this project as ongoing support in the education sector. The Project also complements the ongoing Second Primary Education Program (PEDP-II) to support the Government in achieving the education for all objectives of which non-formal education is an important part. |

Progress Toward Outcome | The final mission conducted in April 2013 assessed that all activities in the field were completed, and the final outputs were delivered. With almost 1.2 million people enrolled in the training, and around 0.5 million engaged in income generating activities (43% of those who completed the training), the results in the field were satisfactory. Mainstreaming of the project results proved to be more challenging. The project is completed, and L1881 is closed. |

Environmental Aspects | No significant adverse impacts on the environment were identified. In the longer term, the Project should aid the environment in that the course curricula will cover environmental impact and sustainability. Teachers will receive basic environment awareness training as part of their certification. Monitoring training at the Upazila level will include monitoring any adverse environmental impacts. Skills training will emphasize the efficient use of resources and the recycling of existing resources. Agricultural training will continue to emphasize the safe and appropriate use of chemicals. By locally providing skills for the unemployed, the Project will discourage migration to the cities and thus indirectly lessen urban environmental pollution. |

Stakeholder Communication, Participation, and Consultation | |
During Project Design | Community participation is a key mechanism for the demand orientation and bottom-up planning approach of the Project. Interviews and focus groups in 24 villages, as well as meetings with elected community representatives, gave selected communities a chance to directly contribute to the design of the Project during its preparation. |
During Project Implementation | To ensure community participation at all stages of project implementation, the terms of reference of Imlementing NGOs included measurable indicatorsrelated to community participation and gender equity. Community profiling help ensure that continuing education courses are inclusive and respond to participants needs. For sociocultural reasons, many women may never leave their community. Most communities have no access to market information that would assist them in choosing skills to learn, crops to grow, or products or services to provide that are in demand locally. Implementing NGOs assisted learners in selecting specific skills by presenting the results of income-generating-opportunity surveys, which will allow informed decisions by learners. Facilitators and resource persons (skill trainers) who have knowledge of the respective communities or come from these communities was selected, and at least 50 percent of them were female. Finally, rental payments for the use of existing community-owned training venues are envisaged to encourage community involvement in the Project. The Project contributed to the strengthening of civil society, by supporting coordinating committees at district, Upazila and community levels and including them in the literacy and continuing education decision-making and monitoring process. The project is completed and L1881 is closed. |
