Description The objective of the technical assistance (TA) is to assist the Government in updating and adjusting the administrative systems at the district level. This is to incorporate the revised functions and responsibilities of district level governments proposed under the decentralized administrative structure. More specifically, the TA will: (i) prepare a plan for the reorganization of district level governments; (ii) develop improved mechanisms for public disclosure of information at the district level; (iii) develop measures for effective implementation of legislation at the district level. The scope of the TA includes: (i) preparation of the updated decentralized administrative system; (ii) provision of training workshops for district level personnel to build capacity necessary to update the new system; (iii) preparation and publication of guidelines to support the decentralized administrative system; and (iv) provision for computer equipment and software as required for the above purposes.

Consulting Services (R)The consultancy services will involve provision of 12 person-months of international and 20 person-months of domestic consultancy services. The consultant will have expertise in local government institutional budgetary, fiscal and administrative systems, and management information systems. Consultant will be recruited following the Banks Guidelines on the Use of Consultants.
