The objective of the TA is to prepare a project suitable for ADB financing to strengthen the integrated road networks in Bangladesh to facilitate connection of the rural poor to regional commercial centers.

To this end, the TA will identify investments for improving sublevel road networks including regional and feeder roads that conform to the priorities of ADB and the Government for development of the road network, and establish their technical and economic feasibility. The TA will also conduct a study for impact of roads on poverty reduction aiming at identifying and quantifying the poverty impacts of different types of road sector support, and determine which types ADB should include in its future operations in Bangladesh.

In line with ADB requirements, the TA will (review the environmental impact analysis of the Project and prepare the environmental impact assessment (EIA) and the summary EIA, (ii) carry out the social impact assessment (SIA) and prepare SIA report, and (iii) assist the Government in drawing up a land acquisition and resettlement plan.
